Coast Guard Face-Mask Requirements The President issued Executive Order (13998), Promoting COVID-19 Safety in Domestic and International Travel that requires masks be worn on all “public maritime vessels, including ferries” to mitigate the risk of spreading COVID-19. The Centers for Disease Control and Prevention (CDC) issued order, Requirement for Persons to Wear Masks while on Transportation Hubs, requiring all persons traveling on all commercial vessels to wear a mask. OOGA has been working with federal and state partners to obtain clarity on the order, and to ensure safety and practicality of this order for our Guides and Outfitters - particularly those who operate on waterways. Currently, our understanding is that face coverings would not be mandated in circumstances where the covering may become wet, and would cause a safety concern. Here is the current guidance from the CDC. OOGA is convening with the Oregon State Marine Board to ensure that this interpretation of the rule is accurate and to ensure that enforcement of the rule will not adversely or unexpectedly impact guides and outfitters. COVID-19 Operating Plans State and federal authorities have provided as much guidance to outfitters as they can for formulating corona virus operating plans. In many cases, where concrete answers could not be provided they have pointed to general or specific guidelines from CDC, OHA or the Governor’s office and have indicated that we use those to make the best possible decisions regarding how to operate.
